I have permed curly hair (curly hair is near the bottom, not on top) but I have naturally straight black hair. So would highlights (not natural colors like brown) look good with this kind of hair?

NO! You Would Have Had To Highlight It Before The Perm, Other Wise You Will End Up With Weird Highlighed/Un Highlighted, After The Curls Come Out Because It Wont Be Straight Highlighed Lines Because Of The Curls That There Used To Be, It Will Be Even More Noticible With The "Unnatural Highlights On The Black Hair". If You Do It Though You Will Need To Get It Re-Done When The Curls Come Out.

Ask your hair stylist but I think vibrant red would look good.
