I would use a curling iron...
First you start with damp hair (so towel dry it until your hair isn't dripping anymore). Then add some kind of curl-enhancing, shape-holding product. I use either herbal essences totally twisted mousse or garnier fructis curl booster balm (but not too much or it will turn out greasy). Let your hair air dry again so that it is almost dry but still slightly damp. Divide your hair into three sections, top, middle, and bottom using two clips. Then take a curling iron, 1 to 1 1/2 inch works best, and a section of hair, anywhere from 1/2 an inch to an inch. Now this step depends on whether you want beachy waves or tea room curls. If you want tearoom curls, take the hair and put the very bottom of the section into the base of the clip on the curling iron. I usually twist my curls away from my face but you can curl towards the front as well. Just make sure that whatever you clip the hair, you continue that direction or you will get a horrific crimp at the bottom. Twist the section of hair evenly around the iron until you reach your scalp and try not to overlap so the heat is distributed evenly. Hold the iron there for about a minute, longer for more hair, shorter for less, but make sure not to burn your scalp or hair, even with any steam. Once you've held it for a while, slowly twist the curler in the opposite direction you did before so the curl starts to unwind, but DO NOT unclip it or pull the iron down or out. Once the curl is loose around the curling iron, slowlyyyyy bring unclip the iron and bring it out of the curl, but DO NOT DO NOT DO NOT touch the curl!!! This will ruin all your work. You can touch it to loosen it a bit after it has cooled but this will be after about two or so minutes. NEVER brush out your curls. It looks hideous! And when your curls are all done, bend over at your waist and shake your head lightly to unspring the curls a bit if you want a more relaxed look. Keep doing this to all your hair, section by section. You may want to curl the hair looser (more hair, less time on the curling iron) on the bottom layer and in the back so it is not a big mess of curls in the end, unless you want it really curly. If you have bangs, I wouldn't curl them unless they are really long. You can use a straightener to swoop them away from your face and maybe add a little volume but more of just a swoop. If you want beachy curls, do the same thing but instead of clipping the hair into the curler, just wrap it around, its okay if the strands twist a bit, that makes the curl hold better. If you do it this way, be careful not to burn your fingers! :) When your gorgeous hair is finished, spritz on a light amount of hair spray or hair hold, but please ozone-friendly AND hair-friendly. NO aquanet. And only use a little or your hair will be crusty. Just spray it in the air above you and let it mist over your hair. If you have a better quality hairspray you can use it a little closer to your hair. Good luck and happy curling! :)

curling iron, curlers, curl enhancing shampoo, hairspray and product, but hair stylists are really the best bet, they can tell you what you should do and will actually show you how and possibly supply you with products, and they can do a style that will actually make it stay that way for a while, otherwise look in a drug store for products. A few years back, a book called Curly Girl came out that explained to us wavy girls how to "go curly," and I tried it for one summer.
First, you have to stop combing and brushing your hair. Not so that you get dreadlocks or anything--you can still gently pull your fingers through your hair.
Second, you have to almost completely stop shampooing. This was the hardest part for me, and the thing that eventually made me drop it. Instead of shampooing, you rinse your hair when you shower, and scrunch in a little conditioner.
Third, you mist and scrunch your hair throughout the day. The book says to mix a little lavendar oil with the water in the squirt bottle. Have a few squirt bottles around--one in the glove compartment of your car, one in your desk at work, and of course, one at home.
And the last is the same as the first, NO MORE BRUSHING or COMBING. That will just pull the curl right out.
If you try this even for a few weeks, you won't believe the beautiful curls that will appear where there once were only waves. It really worked for me.
But even though it's not as gross as you might think to stop using shampoo (you're still cleaning your scalp with water and your fingers), I'm guessing that you'll eventually crave a full shampoo like I did!
