If you mean "does curly hair look better short or long" then I would say at least shoulder length. If it's really curly and you cut it short, it can get that wedge look to it or even a bell shape.

You need some weight to hold it down. If it's slightly curly then short hair works fine.

How about shoulder length with layers? My daughter has curly hair (loose corkscrews) and that is how she has it. It's just past her shoulders with layers.
